Making calls to these countries about totally free but there are a few limitations.
1. You must have at least 10 euro every month to make free calls. You will not be charged for your calls.
2. You can call MAXIMUM 200 minutes in a week, if exceeds, 1 cent per min is applied.

You can also use phone2phone web initated calling service if you are using slow internet connection, 5 cents will be charged as a connection charge.
Apart from the free calls to above said countries, low rate voip also offers free calls to many other destination, but those destinations are quite common and many voip services offer free calls.
